For children with developmental delays or disabilities & the families who love them

  • A child's development is rapid in the first three years.
  • A great deal of learning takes place during this time.
  • Some children may have delays in their development and need extra support.
  • The Birth to 3 Program is one way to provide this support.


  • The Birth to 3 Program is an early intervention program for infants and toddlers with developmental delays and disabilities and their families. The Program is available in every county in Wisconsin. In Dane County, two programs provide services.

    Bridges for Families (608-204-6242) Bridges@icc-wi.org serves families who live in the Madison Metropolitan School District. Birth to Three Connections (608-273-3232) Connections@ucpdane.org serves families who live in outlying areas of Dane County and in other school districts.

    The Birth to 3 Program
    Mission Statement
    The Birth to 3 Program is committed to children under the age of three with developmental delays and disabilities and their families. We value the family's primary relationship with their child and work in partnership with the family. We work to enhance the child's development and support the family's knowledge, skills, and abilities as they interact with and raise their child.

    Parent & Child Rights
    Wisconsin's Birth to 3 law was written to protect the rights of parents and children, and the staff of Dane County's Birth to 3 Programs are committed to protecting those same rights. Parents' and children's rights include the following.
    *There are no wait lists for referrals, evaluations, or planning meetings to determine eligibility and to develop the Individualized Family Service Plan (IFSP).
    *An eligibility determination meeting will take place 45 days following the child's referral for evaluation.
    *When children are determined to be eligible for the Birth to 3 Program an IFSP will be designed by the early intervention team (which includes the family).
    *Services detailed on the IFSP are to begin within a reasonable amount of time following the plan meeting (e.g. 2-4 weeks).
