What's the plan?


We propose an insurance plan called "provide or pay":

  • By law employers will either provide insurance for their employees or pay their local government to provide an affordable comprehensive plan. Everyone must have health insurance.
  • BadgerCare/Medicaid, SeniorCare, Medicare and other state and federal plans will not change.
  • If you have insurance through your employer, it will not change.
  • Part-time, self-employed, uninsured and unemployed people will buy into an affordable government group plan. Additionally, if your annual income is below 350% of the federal poverty level, your plan's premiums will be based on a sliding scale.
  • The affordable, comprehensive government plan will include preventive care, coverage for children, chronic-disease management, parity for mental health services, prescription drugs. Pre-existing conditions will be covered. See our Web site for the details of our proposed plan.


Why will it work?


Universal health care coverage in Wisconsin: It's not just a dream. It's a possibility -- without reworking today's health care system. In making this proposal, we recognize the existence of all players in the system and attempt to work with them to achieve the goal of health care for all. Our plan is not expensive or disruptive.


It's cost effective. Everyone is covered. Sharing the cost of health care among the well and sick, young and old saves money. This is why insurance works: We all pay our share and we all pay less.


When our uninsured neighbors go to the emergency room and can't pay for their health care, those costs are passed along to the public, and to everybody who has health insurance. No longer: Under this plan, everyone will be insured.


It's politically feasible. Local governments in Wisconsin have the authority to pass "provide or pay" group plans. These plans will attract insurance companies.


Beginning in Madison, we will work with local governments around the state and then with the communities in the region around those cities to see that all Wisconsinites benefit from universal health care. We can do this job one local government at a time.


How do we pay for it?


The plan pays for itself through the fee for health insurance charged to employers who do not provide coverage to their employees and to individuals who buy into the plan. An independent expert (an actuary) hired by each local government will determine the exact costs and coverages of the plan.


How do we get it?


We get it by pressuring our local representatives to pass it. Call your City/Village Hall and tell your representatives that you want health insurance for everyone who lives and works in your city or village.

  • We offer to help you organize.
  • We have the materials you need to get a law passed by your local government.


Remember: Your politicians know you and represent you. They will do this if you insist.

Medical expenses cause about 37 medical bankruptcies each day in Wisconsin.


Small businesses need affordable health insurance. Work days lost to poor health reduce business productivity. A healthy workforce benefits the entire community and makes your city or village a more attractive place to run a business.
