Laptop City Hall: This week in the city

This week is jam-packed with city meeting goodness, so brave the weather and make sure to get your daily recommended dose of civic activity -- if you're feeling particularly cozy at home, though Madison City Channel is broadcasting both Board of Estimates meetings live and taping the Zoning Code Rewrite Advisory Committee meeting for later.

Monday, Sept. 8: Board of Estimates, 4:30 p.m., Room 260 of the Madison Municipal Building, 215 Martin Luther King, Jr. Blvd.

The biggest item on the agenda by far is the first half of discussion on the 2009 capital budget, which includes just about anything that requires 10 years to pay for (buildings, major streets, etc.), but there are some other interesting items on the agenda, too.

One that probably will not get a ton of discussion, but that I find interesting is upping a dietetic specialist from half-time to full-time using state money for Madison and Dane County's Women, Infants and Children Nutrition Program, which apparently has been growing pretty rapidly. The state money would also allow another hourly worker to assist in breastfeeding education -- I can't find a lot of information on this program at the city's Web site, but the federal Web site says that it offers food packages and information on nutrition and health care to low-income women and children.

Otherwise, the board will also potentially discuss hiring an architect to create a basic design for the remodeling of the South Madison Library, which is part of the Villager project, and possibly accepting a report on Madison's tax-incremental funding policies (which, though it sounds and sometimes is confusing, is a major economic redevelopment tool for the city).

Wednesday Sept. 10: Common Council Organizational Committee, 5:00 p.m., Room 103 A of the City-County Building, 210 Martin Luther King, Jr. Blvd.

Today is the day where a time machine would most come in handy for me, so if anyone has one lying around, feel free to shoot me an e-mail... In absence of that, the CCOC will be interviewing potential replacements for Zach Brandon as the Council member for District 7 on the far-west side of the city. The resumes for all six candidates are attached to the agenda (linked above) if you would like to brush up on each before the meeting.

Zoning Code Rewrite Advisory Committee, 5:30 p.m., Rooms 1 and 2 of the Madison Senior Center, 330 W. Mifflin St.

The committee will likely be finishing up its analysis of Madison's zoning code, so if you have any complaints about that time you tried to add a moat to your yard and the city's Zoning Division said "no," now is the time to come to complain (caveat: I do not actually know if someone tried to add a moat and if it would be illegal, but there are plenty of other issues -- wanting to keep chickens in your yard, wanting more co-ops in areas other than downtown, wanting a less complicated way to plan buildings than a planned unit development -- that could be discussed, as well).

Board of Park Commissioners, 6:30 p.m., Warner Park Community Recreation Center, 1625 Northport Dr.

There is a packed agenda for this body, including an update on the James Madison Park Property Planning Committee, which is a source of tension for the board, discussion on a ski trial for Door Creek Park on the east-side, a request to hold an event called "Twist-o-rama for Obama on Sept. 27 in James Madison Park (which I assume will involve the board game Twister, from the event description), and a request from Veterans for Peace to place 4,500 gravestones at Forest Hill Cemetary on the near-west side to commemorate Veterans Week/Armistice Day from November 8 to 15.

Thursday, Sept. 11: Equal Opportunities Commission, 5:00 p.m., Room LL-120 in the Madison Municipal Building, 215 Martin Luther King, Jr. Blvd.

The commission will likely finish up a discussion on the city's chronic nuisance ordinance, which has been on their radar since the city passed the ordinance in September of last year, but was delayed because of difficulties getting a meeting with the ordinance's sponsor and the assistant city attorney who drafted it.

Zoning Code Rewrite Community Meeting(s), 6:30 p.m., Wisconsin Studio at the Overture Center, 201 State Street, OR Evjue Community Room of the Goodman Community Center, 149 Waubesa St.

I'm not exactly sure how this will work, but there are two identical public meetings on the zoning code today, so if you prefer interactivity or you can't make it to Wednesday's meeting to air your thoughts, come Thursday to talk about your zoning concerns with at least some of the committee members as well as in small groups.
