Man charged in State Street assault, robbery

The man accused of raping a woman and robbing her of money on State Street last week was formally charged with kidnapping, two counts of first degree sexual assault, armed robbery and bail jumping Monday.

The bail jumping charge comes because Oscar Elliot, 33, was charged June 8 with resisting arrest after officers stopped him from panhandling in front of the Walgreen's store on lower State Street.

The criminal complaint filed Monday says Elliot followed a couple as they left Monday's on State Street Wednesday night and threatened to kill both the man and the 26-year-old woman.

He took the woman into an alley way and sexually assaulted her then robbed her of money.

As Elliot hurried up State Street the couple ran to a police car and told the officer of the robbery and Elliot was arrested.

The woman then told the officer Elliot had sexually assaulted her.

Elliot claimed the couple was doing a drug deal with another man and that the woman agreed to give him a ride home but then ran up to the officer's car, calling her a "crazy, lying bitch," the complaint says.

Cash bail of $20,000, set last Friday, was left intact at Monday's hearing.
