One of Wisconsin's most wanted sex offenders
has been arrested in Idaho based on information provided by a
Wisconsin law enforcement team designed to track down those who do
not comply with Wisconsin's sex offender registry law.
Dale Dolan, 65, was convicted of second-degree sexual assault of a
child in Dane County in 1985 and was put on 10 years probation when
he was sentenced in 1986. But he fled the state in 1994 and has
been out of compliance with the state's sex offender registry,
which requires those with past convictions of sex offenses to
register their names and addresses with authorities.
Dolan has been listed as one of the state's Most Wanted Sex
Offenders since that list was created by Gov. Jim Doyle in 2006 and
has been sought by the Sex Offender Apprehension and Felony
Enforcement (SAFE) Team, which provided information to police in
Garden City, Idaho.
Based on that information, police in Garden City, a Boise suburb,
placed the house under surveillance and arrested Dolan Saturday
morning. It is expected he will be extradited to Wisconsin on
felony parole violation charges from Dane County as well as several
misdemeanor warrants from other parts of Wisconsin.
State officials here said it is also possible Dolan would be
charged in Idaho.
The SAFE team is comprised of retired law enforcement investigators
and Department of Corrections sex offender registry specialists.
The team has tracked down more than 2,700 sex offenders who were
not in compliance with the law, including 65 of the 88 listed as
the state's most wanted, according to state officials. Wisconsin
contends it has a 90 percent compliance with the sex offender
register, a rate which leads the nation.
"With the assistance of local police, the SAFE team is tracking
down some of the most dangerous offenders who have evaded law
enforcement for years," said Office of Justice Assistance Executive
Director David Steingraber.
