There's good reason for the height limit - the ability to see the Capitol. Otherwise Madison will be like St. Paul, where you don't see the Capitol until you happen to drive by it.
This plan - the building is too tall. It's not just about Mr. Mohs, everyone should be able to see the lake. And the developer hand-picked his own neighborhood group, to avoid the legitimate neighborhood assn.

It's already there, so fill it in with all the protections of new urban design and expand public access. In fact, the alders should ensure public access remains a priority. The main opponent of this is concerned about his own view of the lake. If the plans survive, that's easily solved. He can stroll over to the rooftop terrace for a view of the lake at any time. The exercise and fresh air would enhance the experience. Seems to me the west tower has some potential, so long as the lake is protected. Maybe in the end a fraternity house or two would have to be sacrificed on the alter of eminent domain to accommodate the foot traffic and improve the view for Mr. Mohs and the rest of us.
