Former sheriff Raemisch among appointees

A former Dane County sheriff, Rick Raemisch, has been appointed administrator of the Division of Community Corrections by Department of Corrections Secretary Matthew Frank.

Frank also appointed Jim Moeser, the Dane County juvenile court administrator, to be administrator of the Division of Juvenile Corrections.

With three other people added or reappointed to the department's leadership team, Frank called his choices "highly talented, hard-working and creative leaders."

He named Deirdre Morgan as his executive assistant and reappointed Cindy O'Donnell as deputy secretary and Steven Casperson as administrator of the Division of Adult Institutions.

Raemisch, a Republican from Waunakee, was Dane County sheriff from 1990 to 1997. He ran unsuccessfully last fall for district attorney, losing to incumbent Democrat Brian Blanchard.

Moeser has headed Dane County's juvenile court system since 1991 and has worked in the program in other positions since 1974.

He will be replaced on an interim basis by Dale Klubertanz, who has worked in county juvenile programs since 1978.

Casperson, a lieutenant colonel in the Army Reserve, has headed the Division of Adult Institutions since 2001 and worked previously as assistant administrator and warden of the Dodge Correctional Institution and deputy warden of the Wisconsin Resource Center.

Morgan has chaired the Wisconsin Parole Commission since 2001 and been a member since 1999. Previously director of human resources for the Stoughton School District, she has held other state correctional jobs in administration, human resources and supervision of people on probation and parole.

As deputy secretary since 1998, O'Donnell is responsible for the day-to-day operations of the agency. She worked previously as assistant administrator in the Division of Adult Institutions and supervised wardens and operations.

Annual salaries are $94,000 for Raemisch and Moeser, $98,916 for Casperson, $84,000 for Morgan and $105,759 for O'Donnell. The salary range for Dane County's juvenile court administrator is $66,206 to $86,361.
