A lone man walks the street on an April morning in Madison's Allied Drive neighborhood, where poverty and crime have created the worst place to live in Dane County. The city and county are offering plans for improvements. Residents are both hopeful and skeptical. Allied Drive neighborhood police officer Jeff McPike confronts an unfamiliar man on an early March evening. Strangers in the neighborhood, particularly whites, often come to buy drugs and solicit prostitutes, and they sometimes get mugged, police say. Allied Drive residents blame the large number of non-residents loitering on the property of apartment buildings with creating problems there. Sanders offered a haven for the homeless and a place to socialize, drink and smoke. Sanders, frail after undergoing lung surgery for cancer, says the visitors helped take care of his place.
