Columbia County inmate briefly escapes
Wisconsin State Journal

DE PERE — For the second time in little over a year, a Columbia County inmate briefly escaped while being moved by deputies, the Sheriff’s Office said.

Troy M. Kratz, 23, of Baraboo, freed one leg from shackles Tuesday morning in De Pere while being moved from Columbia County back to the Green Bay Correctional Institute. He kicked out a window in a county van, then climbed out. Deputies caught him after a short chase on foot.

Kratz — who was sentenced Monday to seven years in prison for his role in a May 2008 aggravated battery — escaped from a Sheriff’s Office SUV on June 12, 2008, but was found three days later in Illinois.
