Former construction worker Tony Hoff, right, has struggled to find work after a crippling car crash. His wife, Elaine, works four part-time jobs, but the couple still have had to seek food stamps and state health coverage. 
A line forms Wednesday outside of Caritas food pantry in Beloit, where 10 percent more people are showing up, including 255 new families this year. 
Elaine Hoff works four part-time jobs to care for herself and her out-of-work husband, Tony, but debts and bills are still piling up, leaving the couple unable to repair a broken water heater and washing machine. 
At the Rock County job center in Janesville on Wednesday, caseworker Micaela Broetzmann helps laid-off engineer Rodney Jordan, of Beloit, apply for Medicaid and food stamps for his family.
