Veteran Madison School Board member Carol Carstensen, who is stepping down this spring, prepares for a March 3 meeting where many district parents criticized the board for a proposal to change school boundaries. "Part of the responsibility of being an elected official is to give people somebody to yell at," Carstensen said, attributing the sentiment to former President Bill Clinton.
