A truck carries a load of sandbags over a bridge over the flood-swollen Rock River on Monday in Jefferson. Only official vehicles are allowed on both bridges in the city, which is cut in two by the Rock. Trying to end a massive detour for westbound Interstate 94, state highway officials are trying to build a bypass to get the flow of traffic reopened between Milwaukee and Madison. High water of the Rock River almost reaches eastbound lanes of Interstate 94 on Tuesday. Work is starting on I-94 west of Johnson Creek that will allow traffic to move in both directions on the freeway's southern lanes. The westbound lanes have been closed since last week because of flooding. Three trucks loaded with sand are parked on the bridge over the Rock River on Tuesday to help stabilize the bridge in the high water. The westbound lanes of Interstate 94 have been closed since last week because of flooding.
