A 58-year-old Waterloo man was arrested and tentatively charged with lewd and lascivious behavior after he was observed fondling himself and following women on Madison's Near West Side early Sunday morning, police said.

A Madison woman and her daughter contacted police around 12:06 a.m. after they saw Dennis J. Welhoefer near their home on the 100 block of South Randall Avenue. They told police Welhoefer waited for women to walk past him and then turned around and followed them.
